Which taxes does a property owner pay in Costa Rica?

An owner must distinguish between municipal property tax, any applicable residential solidarity tax, and taxes associated with rental or sale. The fiscal value, manner of use, and the taxpayer's specific regime are decisive. A low baseline property tax does not in itself imply low overall holding costs.
Municipal property tax
Law No. 7509 sets the general annual rate of the impuesto sobre bienes inmuebles at 0.25% of the value recorded for this purpose. The value for municipal tax purposes may not match today's asking price. Exemptions and the method of determining or updating the value are assessed according to the law and the owner's circumstances.
A purely illustrative base of USD 300,000 would result in USD 750 per year at this rate. This is a mathematical example; the municipality administers the liability under its local regime, and the actual amount must be obtained from its records. Following the purchase, verify the change of ownership, the recorded value, and any historic arrears.
Solidarity tax: note the difference between threshold and tax base
The Impuesto solidario para el fortalecimiento de programas de vivienda under Law No. 8683 applies to certain residential properties once a specified threshold is exceeded. To determine whether a liability arises, the value of the construction and associated fixed installations is critical; once the threshold is crossed, the calculation applies a statutory base that also includes the land.
It is therefore incorrect to claim that this tax is always calculated solely on the construction. The threshold and brackets are updated; we do not state an unsubstantiated limit for the current year in this article. Prior to purchase, request a valuation conducted in accordance with Hacienda rules and verify the status of filings and payments. A commercial 'luxury' label does not in itself determine tax liability.
Rentals: income, VAT, and operating expenses are not the same
The tax treatment of rental income depends on its nature and the taxpayer's regime. Passive leasing and commercially operated accommodation with services may be treated differently. Choosing to hold through a company does not therefore automatically guarantee lower tax or the deductibility of all expenses.
For tourist accommodation, address registration, invoicing, and VAT separately. The amount collected from a guest as tax cannot automatically be accounted for as owner revenue. Platform commissions, property management fees, and cleaning costs must also be structured consistently: whether included in the guest rate, billed separately, or borne by the owner.
Sale and the tax position in the home country
A future disposal may trigger capital gains tax implications; the calculation depends on acquisition history and the applicable regime. Retain purchase documentation, substantiated costs, and accounting records. The difference between the sale price and the purchase price is not automatically identical to the taxable base.
A tax resident of the Czech Republic must additionally assess Czech obligations and how foreign income is accounted for. A Costa Rican residency card does not in itself determine tax residency. Ensure both advisers work with the same figures regarding the owner, income, residency, and disposal.
The owner's tax calendar
- Overview of municipal tax, valuation, payment due dates, and proof of payment.
- Assessment of solidarity tax and the current annual threshold.
- Rental registration and record-keeping, invoices, and tax reconciliation.
- For a corporate entity, its own obligations alongside those of the property.
- Archive of capital expenditure and records for a future sale.
How to identify a usable yield model
The calculation should separate owner costs from taxes passed on to the guest, specify the tax regime, and avoid applying a generic universal rate across all rentals. Request a clear breakdown of the net result pre-tax and post-tax. Without this definition, two proposals might quote the same 'net' figure while comparing completely different outcomes.
